The new Terminal B showcases custom public art installations curated by the Public Art Fund in partnership with LGP. On display are stunning pieces from artists including Jeppe Hein, Sabine Hornig, Laura Owens and Sarah Sze. The new Terminal B celebrates arrivals and departures with equal emphasis, challenging the industry practice of reserving the most monumental spaces for departures while relegating arrivals to low-ceilinged, basement-like zones. A new TSA checkpoint also represents a stark contrast to the old terminal, properly splitting out regular and TSA Precheck passengers into two different streams. The security hall looks as if it could easily handle the busiest of holiday travel days so long as TSA properly staffs it. A US$ 4bn construction upgrade program for the 1.3 million square foot Terminal B LaGuardia Airport project is approaching its completion, with over 90% of the work done.

A $477.5 million extension of Terminal 1 into a formerly open area includes the first Terminal Vertical Core, which will connect the building to a pedestrian walkway to the future CTA Center Automated People Mover Station. The new construction also includes a bus port, and additional ticket counters and baggage carousels, plus restrooms and a service-animal relief area. The Headhouse will be an 840,000 square foot new state-of the art building replacing the existing Central Terminal Building and the former parking garage (P2).

The first portion of the new LaGuardia Terminal B opened back in 2018 with a handful of gates in the new Eastern Concourse. The next phase saw the opening of the departures and arrivals hall in June 2020, at the height of the pandemic. Either by walking across the terminals or by using the shuttles provided by the terminals to transport the passengers. According to Rick Cotton, Executive Director, Port Authority of New York and New Jersey, the opening of the first new Arrivals and Departure Hall is a major milestone in delivering on Governor Cuomo’s vision for a brand new, world-class, 21st century LaGuardia Airport that the region deserves. “We thank the contractor Skanska-Walsh, subcontractors, and union construction workers who worked through the pandemic to deliver this extraordinary building on time and on budget. Today’s opening should be a shining symbol of the region’s potential for a strong economic recovery with the vitality of New York before COVID-19,” he added. At the time, former New York Gov. Andrew Cuomo promised that the remaining terminal construction would be accelerated due to the slowdown in passenger traffic due to the pandemic.
The building, which spans four levels, will transform the customer experience and streamline airport operations, unimaginable with the old facility. Led by LaGuardia Gateway Partners, the LaGuardia Terminal B project – valued at $5.1B (including $4B in construction value) is the largest public-private partnership in US aviation history. The redevelopment includes a new 35-gate terminal, a parking garage, related roadways and supporting infrastructure – all with innovative construction phasing, including building over-top of the current operation, that allowed the terminal to remain fully functional while under construction. Aircraft will have space to taxi underneath, eliminating runway bottlenecks that plagued the old airport design. LaGuardia is the first airport in the nation with this innovative pedestrian bridge design that spans active taxi lanes. The Eastern Concourse Pedestrian Bridge that opens today is approximately 420 feet long and elevated 65 feet above the ground.
In addition to designing and building Terminal B, LGP will manage and maintain the facility for 35 years under a lease agreement with the Port Authority of New York and New Jersey. LGP includes Vantage Airport Group, Skanska, Meridiam, and JLC Infrastructure for development and equity investment. Vantage Airport Group is leading the redevelopment program and management of Terminal B, with Skanksa-Walsh as the design-build joint venture and HOK and WSP USA providing architecture and engineering. Before the bridge opened, travelers flying with American Airlines checked in and cleared security at the new headhouse, but then took a step back in time by walking to the gate through a portion of the old central terminal. The sustainable design strategies in the new Terminal B, which is targeting LEED Silver certification, include generous use of non-glare daylighting, passive shading, natural local materials and storm resiliency.
The island-and-bridges scheme dramatically increased the efficiency of airport operations by moving the new Terminal B approximately 600 feet closer to the Grand Central Parkway. This site configuration increased airside capacity by 50% and recaptured 40 acres of land for airside operations—a difficult achievement for the constrained airport that lies wedged between the parkway, Flushing Bay and the East River. The redevelopment at one of the nation’s busiest airports began in 2016 and is the largest public-private-partnership (P3) in U.S. aviation history.
Under this plan, old facilities are demolished only as new facilities are completed to ensure the airport – which handled a record 31 million passengers in 2019 – never loses capacity. For example, the new Headhouse sits in the footprint of what was the old P2 Parking Garage. To make room for the Headhouse, Skanska first constructed a new, seven-story Terminal B Parking Garage – which opened in February 2018 – allowing for the demolition of the old facility. Today, Skanska USA joined Governor Andrew Cuomo and Rick Cotton, Executive Director, Port Authority of New York and New Jersey, to celebrate the opening of the new LaGuardia Airport Terminal B Arrivals and Departures Hall (Headhouse). The interior environment of the new headhouse communicates New York City’s vibrancy, material sensibility and cultural diversity. Incoming and outgoing passengers share soaring, airy, grand-scaled sequences punctuated by 60-foot-high ceilings and floor-to-ceiling windows that fill the space with daylight.
The comprehensive redevelopment of LaGuardia Airport involves transforming LaGuardia into a unified airport with new terminals, better transportation access, additional taxi-lanes and best-in-class passenger amenities. The team focused on creating an optimal building orientation, providing flexibility for constant change, and using natural and locally sourced materials. Strategic use of daylighting and clear lines of sight highlight important destinations, helping travelers intuitively move through the terminal while reducing the need for artificial lighting.
